The solution for this puzzle is quite simple if you read the Resignation Letter found in the Clinic:
"I didn't listen closely enough" is the first line, and a Stethoscope is used for listening, so it makes sense it would go on the left scale.
"I made mistakes and couldn't focus on the task at hand" is the second line, and the Prescription Dosage Error Note shows a mistake, so it would go in the middle scale.
"I'm not fit to work in this role any longer" is the third line, and Zoe's Lanyard shows her role, so it goes in the right scale.
By placing these items as we've shown above, you'll show Zoe that you understand, which instantly enters you into the next Part via a cutscene.
The Broken Stethoscope is obtained from a bed inside Jess's House. To enter Jess's House, you'll need the Scalpel found in a medical case in Z Eills' office in the Clinic so you can open St. Amelia Park. Now, find Building 16 opposite Building 14 and head upstairs into Room 1/2 to get the 21 Farrow St. - Back Door Key.
You can now use the 21 Farrow St. - Back Door Key to open Jess's House via the back door in the alleyway next to Building 14, where you will find the Broken Stethoscope on the bed.
