St. Amelia's Park connects to the upper district of the South Shorefront District in Silent Hill Townfall, but the door to it is locked, and there doesn't seem to be a key or even a keyhole to use. If you're trying to enter St. Amelia's Park, then you're going to need the Scalpel, so we'll share where you can pick up this key item from, and how you can use it to proceed through your next objective (or exploration).
You won't be able to access the Clinic to get the Scalpel if you do not have Zoe's Lanyard, so make sure you complete the Human Organ Box puzzle in Zoe's House first!
To open St. Amelia Park, you need a Scalpel. In order to get a Scalpel, you will have to head northeast of the Town Square into the Clinic. From inside the Clinic, head down the corridor and enter the room marked "Z Ellis". There's a first aid kit on the desk by the computer, which can be opened to loot the Scalpel.
With the Scalpel now acquired, return to the Town Square and face the strange door blocking the way to St. Amelia Park. You can now use the Scalpel on the door to open it by holding R2 on the skin graph. Since the Scalpel remains in your inventory, we imagine you'll come across more strange doors like this one.
The pathways through St. Amelia Park are locked, so you'll have to head northwest through the alleyways; just remember to open up the locked entrances back to the Town Square!
