Who Pulls the Strings is a main quest in The Blood of Dawnwalker where Coen has to enter Aurelius’s Tower at the behest of Crake, leader of the Manumits rebels, in order to find a book that will help take down Brencis and his gargoyle puppets.
Aurelius's Tower is located in the southwestern part of the map, marked by a quest marker. The tower itself is fairly obvious in the distance, visible from the nearby Shrine.
There are two ways you can enter Aurelius’s Tower:
If you enter the tower using the cave entrance, don’t take the main exit to the courtyard if you don’t want to find the flying gargoyle monster.
After you enter Aurelius’s Tower, activate focus mode and inspect the highlighted items to learn about what is happening here. The goal is to climb up to the third floor of the tower. To do this, you’ll need to defeat the soldiers on the second floor, and then take the stairs behind them to reach the third floor.
