Silent Hill Townfall's Part 5: Richard will require you to power up a generator so you can access the outside lift that can take you to the CEG Tower. However, the generator is seemingly shut down, because why would it be simple? Below, we'll share the full walkthrough process for the start of Part 5: Richard, so you know where to go and how to power up the generator.
To begin, you'll need to walk through the street to find a yellow shack that contains a green button you can press to open the gate to the CEG Tower's car park area. Once inside, you can find a garage door that can be opened to allow you access to the interior.
Head upstairs and enter the Manager's Office, where you will find a cabinet that contains the Generator Key. Now, return to the outside area where you can find the yellow generator. Don't be scared of the enemy you saw, as that won't be stalking you in this area, so you're safe... for now!
Go around the back of the generator and interact with the three levers so that they match the order shown above. These levers should look as follows:
Once these levers have been pulled in the direction shown above, return to the front of the generator. You can now place the Generator Key into the key slot, then click the lever on the left and pull it down to start the generator, which stays active for the remainder of the mission.
With the generator active, you can now head to the elevator by the CEG Tower wall and click the red button to turn it on. Then you can press the up button to ascend the tower and climb the scaffolding into the building itself to begin the next section.
