Being a human in Dragon Ball isn't easy, even for the strongest fighters on Earth. In a series where the most powerful and dangerous enemies can destroy entire universes with their deadliest moves, there's very little humans can do to make a difference these days – especially against the might of the Gods.
That said, a few Dragon Ball humans have done the impossible and reached official God Tier status through sheer force of will. Earth's greatest warriors obviously aren't catching up to Goku and Vegeta any day soon, but they're good enough to fight at the Tournament of Power, fight off Moro's army, and even keep up with some of the strongest God forms in Dragon Ball.
Master Roshi retired at the end of the original Dragon Ball, but after lagging behind for all of Dragon Bal Z, he began secretly training in order to catch up to his student. Come Dragon Ball Super and Roshi is not only strong enough to fight the Frieza Force & participate in the Tournament of Power over Yamcha. Roshi also outlasts both Krillin and Tien in the ToP, suggesting he's a better martial artist than both of them.
In the Dragon Ball Super manga, Roshi's actually the one to teach Goku how to tap into Ultra Instinct. As a master martial artist with hundreds of years of experience, Roshi instinctively understands the fundamentals that go into utilizing Ultra Instinct. Even though he has no God Ki, Roshi uses his own version of Ultra Instinct against Jiren, which allows him to effortlessly dodge several attacks and earn the Pride Trooper's praise.
Krillin is knocked out pathetically fast during the Tournament of Power (shamefully so in the Dragon Ball Super manga), but this doesn't make him any less powerful or skilled. Krillin is one of the most strategic fighters in the entire series, and is a battle genius on par with Goku. While Krillin doesn't win a lot of his battles, watching Dragon Ball, DBZ, and Dragon Ball Super closely makes it clear just how intelligently Krillin fights.
He always realizes where his roadblocks are, works around them, and comes up with on-the-fly tactics that regularly give him an edge over stronger foes (like when he almost killed Nappa with a Destructo Disc in the Saiyan Saga). By Dragon Ball Super, Krillin is good enough to spar with Super Saiyan Blue Goku. In fact, Goku recruits Krillin specifically because of how much experience he has making it through tournaments and fighting high-stakes battles. If any of the main human Z-Fighters have earned the right to stand shoulder to shoulder with the Gods, it's Krillin.
Android 18 is actually a Cyborg, not a traditional android, making her half-human. More importantly, 18 was born as the human named Lazuli. Lazuli was kidnapped by Dr. Gero and modified into Android 18, turning her into the strongest woman on Earth (and one of the most powerful female fighters in the multiverse). 18 has infinite stamina, and while she can't use Ki, she can use energy techniques which are functionally the same as Ki attacks.
