At the beginning of the Elbaf arc, the vast majority of the fans believed Loki to be the last member of the Straw Hat crew. Now, that idea seems incredibly distant, and it is increasingly likely that Princess Shuri of the Esperia Kingdom, who briefly served the role of Gunko, an antagonist in the Elbaf arc, is the last member to join the crew.
In doing so, Eiichiro Oda has also given her the perfect role in the Straw Hat crew that is going to be especially important when the arc concerning the Holy Land of Marijoa comes up.
The debate surrounding the last Straw Hat has been ongoing ever since Jinbe joined Luffy in One Piece Chapter 976. Meanwhile, in One Piece chapter 1, which was officially released on July 18, 1997, in Weekly Shonen Jump Issue #34, Monkey D. Luffy stated quite clearly that he wanted at least 10 underlings. For a significant time period, Loki was being considered for the position of the last Straw Hat. However, in One Piece chapter 1180, which was released on April 20, 2026, in Shueisha's Weekly Shonen Jump Issue #21, Loki clearly stated his intention to represent Elbaf. More recently, in One Piece chapter 1191, which was officially released on August 24, 2026, Loki once again stated his intention to defend and represent Elbaf. This once again goes to show that he is not going to leave behind his country, especially after surviving an onslaught by the World Government leader Nerona Imu. Loki's chances of joining the Straw Hat Pirates are as good as dead, which leaves Princess Shuri.
Following the Esperia Kingdom flashback, which unfolded recently in the manga, Brook made it clear that his intention was to save Princess Shuri and rescue her from the clutches of Nerona Imu and the World Government.
