The Omni-King is the Lord of All Things, ruler of the multiverse, and the single most powerful being to exist in Dragon Ball. Zeno is the current Omni-King, holding the title hundreds of millions of years after Lord Rymus from Dragon Ball DAIMA held the crown for himself. The only characters who don't fear Zeno in Dragon Ball are the ones who don't know him yet (and Goku, who's managed to strike up a strong friendship with the little Omni-King).
As small and gentle as Zeno looks, he is extremely dangerous. Any version of Zeno can kill the most powerful Dragon Ball characters in existence with zero effort whatsoever. The only characters strong enough to truly defeat any version of Zeno are other versions of Zeno. Not only can no other Dragon Ball character defeat the Omni-King, it's unlikely any anime can, even the most overpowered.
Anime Zeno is the weakest of the Zenos, but only because his timeline is currently cut off earlier than other variants – this Zeno just hasn't been around as much, or given enough opportunities to rack up feats. That said, he's introduced as a deceptively powerful being feared by even the strongest people Goku and Vegeta have ever met.
Anime Zeno can be downright chilling at times, especially when he's losing his patience. Anime Zeno feels like a loose cannon who can go off at any time, which is no good considering how easily he can destroy everything around him. Other than the other Omni-Kings, there is no one in the multiverse who can hurt Anime Zeno.
Manga Zeno is a bit stronger than his anime counterpart, albeit only because he's shown up more recently (and not even that recent). Dragon Ball Super: The Galactic Patrol will give anime-fans their last look at Zeno for a while and give Anime Zeno an edge over Manga Zeno, but for now, Toyotarou's Omni-King is slightly stronger.
Like with the anime, Manga Zeno handles all the erasures in the Tournament of Power alongside Future Zeno and strikes fears into the Gods of Destruction with their mere presence. The end of the Moro Saga shows that Zeno can just casually ride Beerus like a pony, with Beerus presumably going as fast as he can without using Ki. Given that Beerus is the strongest Destroyer and Manga Zeno is just casually riding him, he's much stronger.
Zeno may be the Omni-King, but he did not create the multiverse; he merely inherited it. The real creator of the multiverse is Lord Rymus, a Super Majin hailing from the Demon Realm. Lord Rymus was introduced in Dragon Ball DAIMA Episode 10, which revealed he created all the different universes, before exploring all 18 and crowning himself the uncontested ruler of the multiverse: a title he clearly no longer holds by Dragon Ball Super.
