During Silent Hill Townfall's Part 2: Zoe, you'll be required to check on Mr. Stewart, who lives in the Shorefront District - North of St. Amelia. In order to reach Mr. Stewart, you're going to need to travel through St.Amelia Park to the east, through the Community Gardens. However, the gate is unfortunately locked! Luckily for you, we know how to get the key so you can pass into the next district without delay (and without encountering any threats).
You can find this number by yourself by looking at the allotments on the floor and reading the garden plaques, as one of them will say: Jane Chalmers, Winner of the "Community Spirit Award" 1993. Since this is Jane's shed, it would make sense that her passcode would be the same year she won the Community Spirit Award.
This key can be used on the locked gate that will take you into St. Amelia's Shorefront District - North, where you can follow along to Commercial Road to find Mr. Stewart's house. If the front door is locked, just head through the back gardens as there's an open fence you can access to reach the back door.
