Steel is an advanced crafting material in Runescape: Dragonwilds that requires Iron Ore and Coal (not to be confused with Charcoal). It's the next tier above Iron, and players will need Steel tools in order to progress up the tech tree. To make Steel, you'll first need a Blast Furnace, which you can unlock after you find your first piece of Coal in Dragonwilds. Once you've set one up in your base, toss at least three Iron Ore and three Coal into your Blast Furnace, then fuel it up with some Fuel Pellets to start the smelting process.
You can find a few Coal Nodes along the cliff wall just north of the ritual stones where you insert the three Curse Fragments in Fellhollow. From the ritual site, go north, then follow the road that leads down to the swamp. Look at the walls, and you'll find a few Coal Nodes either at the base of the cliff, or higher up. Use Rocksplosion to mine the nodes that are too far away, or build a platform so you can mine them with your pickaxe.
The best place to find tons of Coal in Dragonwilds is the mine in western Fellhollow. From the ritual circle, follow the road west going to Witchwillow Range, then head north once the road splits. There are multiple other entrances that lead inside the mine as well. Do remember to bring a torch or another light source when entering this area. It'll be pretty dark. Mine the Stone Boulders blocking your way to enter the mine.
Once you get your first piece of Coal, you'll unlock the Blast Furnace recipe, which requires the following materials:
You can get Granite by breaking Granite Deposits in the Stormtouched Highlands west of the Fractured Plains. Meanwhile, Draconic Leather is made by tossing some Dragonwolf Hide into a Tannery. You can get Dragonwolf Hide by hunting Dragon Wolves in Fellhollow.
Vault Cores are found inside Vault dungeons, but since materials are refunded when you destroy a building in Dragonwilds, you can always just recycle some idle crafting stations if you're short on cores.
As mentioned, you'll need three Iron Ore and Coal to make a single bar of Steel, and you'll need to supply your Blast Furnace with Fuel Pellets made from Charcoal, Adhesive, and Coarse Animal Fur. Luckily, the same mine near Emberwood also has plenty of Iron Nodes inside, so you should be able to get plenty of both materials during your trips there.
If you're worried about getting encumbered while mining Iron and Coal, you can summon your Terror Bird mount for a decent Carry Weight boost. Alternatively, keep enough materials for a Lodestone with you so you can just fast travel back to base whenever your bag gets too heavy.
