When One Piece began, it felt as though the Marines would be the only relevant military force in the series, but that was not the case. By the Final Saga, several military forces stand out in terms of manpower and overall strength. The Marines are by far the largest military force in the series, but other armies deserve recognition.
Some of One Piece's strongest military forces are comprised of soldiers with superhuman physical abilities, and several of them have powerful Devil Fruit and Haki users in their ranks. All of these armies have the power to overthrow entire kingdoms, but certain armies can get the job done with only a handful of fighters. Normally, pirate crews would not be considered a military, but four crews in particular have military-grade fleets at their disposal.
The Ryugu Kingdom is one of the most powerful nations in One Piece, and its main military force is the Neptune Army. Its primary duty is to protect King Neptune and the royal family, but it can also be used like a standard military. Jinbe, a former Warlord of the Sea, was once part of this army, which proves it has some strong individuals in its ranks.
The Neptune Army consists entirely of fish-men and merfolk, giving it a huge advantage in undersea and maritime combat. All fish-men and merfolk possess physical strength roughly ten times greater than an average human, which means they can easily overpower a standard human army if they possess similar weaponry. Many within the army can use Fish-Man Karate to some degree, meaning they can mow down enemy soldiers with water droplet bullets and massive waves of water.
Wano has remained an unaffiliated nation since the Void Century, and the World Government has refrained from taking control of it because of its combat strength. For the last two decades, that strength was primarily composed of Kaido and the Beast Pirates, but it was Wano's samurai that kept the World Government at bay for centuries. The samurai are renowned for their swordsmanship and ferocity in battle.
During the Onigashima Raid, a few thousand Wano samurai held their own against roughly 30,000 enemies, and they eventually won. The samurai of Wano can go up against artificial Zoan users and cut down dozens of standard pirates or Marines before getting hurt. Many Wano Samurai can enhance their attacks with Armament Haki and unique styles. Even though many samurai died during Kaido's rule, the World Government still wants to avoid all-out war with Wano's warriors.
Elbaph is widely regarded as the strongest nation in the world because of the giants that reside there. Imu has been trying to integrate Elbaph into the World Government for many years because the warrior giants are viewed as one of the Final War's deciding factors. Even the weakest Elbaph giant possesses impressive durability and superhuman strength, and they can crush an ordinary human with one hand.
