Zoe's apartment is the first time players will encounter a puzzle in Silent Hill: Townfall. It consists of turning on the power in the apartment, and ultimately, opening up a locked cooler that has a key item that players need in order to progress.
Due to the way Silent Hill: Townfall is designed, completing Zoe's apartment isn't very straightforward and requires some critical thinking. Paying close attention to notes found throughout the apartment and thoroughly exploring all rooms will help you complete this section of the game.
The first thing you want to do after entering Zoe's apartment is find the flashlight and batteries. Luckily, finding the flashlight and batteries isn't too difficult, as long as you thoroughly search the apartment. The flashlight can be found in one of the drawers in the kitchen, past the locked cooler on the table:
Now that you have the flashlight, you must find the batteries in order to actually use it. Make your way upstairs and enter the room on the left to find a small table on the back wall. Open the drawer of this desk to find the batteries for the flashlight.
With the flashlight and batteries in your possession, you need to combine the items together. To do this, open your inventory, navigate to key items, select batteries, and select the combine option. Lastly, select the flashlight to combine the two items together.
Now that you have a working flashlight, you can finally take steps toward turning the power back on. Make your way back downstairs and enter the small crawlspace on the right side of the staircase.
Turn on your flashlight in order to reveal a circuit board and a piece of paper. Pick up the piece of paper, which is called the Electricard Credit Guide, and learn that the circuit board needs an Electricard. At the bottom of the Electricard Credit Guide, it reads: "Electricards are sold at any local newsagent."
In other words, you need to go find an Electricard at a nearby newsagent. Luckily, since you read the Electricard Credit Guide, Simon will mark the location of the newsagent on your map, which isn't very far away from Zoe's apartment.
