After players liberate the port area of the town in Graveyard Keeper 2, they'll meet Linda, the proprietress of the local dockside club as part of the main quest. Here, she'll request two things from you: help with rebuilding a nearby commercial shop, and a batch of Paint to spruce her club up with. You can build any shop to complete the former, but to get Paint in Graveyard Keeper 2, you can either wait for a weekly merchant vessel to arrive and purchase some from them, or make some Paint yourself through Alchemy.
If you go to the Main Pier of the Port Area just east of where Linda's club is, you'll find the Trademaster, who'll ask for your help with rebuilding a lighthouse to guide merchant ships safely to port. For this, you need to craft 3 Lenses, which you can make using the following:
You can get Sand in Graveyard Keeper 2 by shoveling some up from sand mounds. There's one to the south of the broken bridge just west of your house at the Inquisition Base. Take some sand, throw it into a Furnace with an attached Bellows, then stock up your Firewood Sheds with some Firewood to keep your Furnace running. Once you have enough Lenses, go back to the Trademaster and give them to him.
After completing the Trademaster's requests, you'll be able to trade with him every Lust (scarlet) day. He usually has some Paint for sale; each unit costs 5 Silver.
If you'd rather not pay 5 Silver to get Paint, you can always make your own using the Laboratory in the Inquisition Base's tower, which should already be unlocked for you if you've already met with Linda. If not, you can unlock the tower by completing the Plague Doctor's request. He's in a secluded room near your house's basement dungeon.
Go to the tower, and make sure you've researched Water at the Study Table, and that the nearby flask shelf still has some flasks inside. Then, interact with the Laboratory, and put 1 Water in each of the slots. Complete the transmutation process, and you'll get Paint.
By giving Linda some Paint, you'll unlock the ability to draw more people to the town via the dockside club. On Lust days, visit Linda, give her some Green Scrolls, and she'll have more people come to the town in your stead. You can get Green Scrolls by fixing up the destroyed houses and buildings in the liberated part of the town.
