Lacra is one of the romance options for Coen in The Blood of Dawnwalker. She is another Vrakhiri and you won't meet her until you reach Svartrau City. Lacra is a mysterious woman with many secrets, but she seems to have a history with Brencis as he's her Sire. Here's how to romance Lacra in The Blood of Dawnwalker.

Upon arriving at Svartrau City, seek out Lacra to start her quest series. Lacra can play a major role in the final battle if you complete all her quests. You can romance her along the way while finishing these quests:
A Friend Like This quest is how you meet Lacra for the first time in Svartrau City. There are many ways to trigger this quest. For example, defeating Ambrus reveals a letter that details her whereabouts. Additionally, you can explore the city yourself until you eventually stumble upon her location.
Immediately after A Friend Like This, you start the Song of the Mountain quest in The Blood of Dawnwalker. Coen and Lacra traverse the snowy mountains in hopes of locating the Uriashi Village. You meet them at the end, and the quest ends. Lacra has many things she needs to do with Coen before 'confessing'.
The Hive and Seek is a lengthy quest where you explore a cave that supposedly contains a Vrakhiri named Isbrand. Again, Lacra doesn't do feelings, so it's a normal quest that will eventually lead to more interesting dialogue.
The Our Rotten Roots quest is where things start to pick up with Lacra as she and Coen visit Anachora to witness Isbrand's memories. On a side path, Coen can go alone and witness a memory that concerns Lacra, Brencis, and Isbrand. If you try to deviate from the main path to witness this memory, Lacra will be angry and try to distract you. Eventually, she lets you go, but not without some snide remarks. Once you reunite, asking about the memory yields no results. So it's better to ignore Lacra's memory, since she will tell you what it's about herself.
The Night of Horrors quest is kind of an optional quest, but you do get a new ability as well as start romancing Lacra. As you're walking around trying to find the ancient Vrakhiri's lair, both of you talk about your feelings to force the Will-o-the-wisps to guide you. Eventually, you reach the real treasure, and you get the option to kiss Lacra or end the night early. Kissing leads to more intimate scenes, but she ultimately confesses that this is just for fun. When you ask her, she says something along the lines of, 'Thinking of the future leads to heartbreak'.
