To get the Lock Box Key, you're going to have to first get the 21 Farrow St. - Back Door Key, which can be found in Building 16 (opposite Building 16 on the map), upstairs in Room 1/2.
Once you have the 21 Farrow St. - Back Door Key, head through the alleyway next to Building 14 to access Jess's House, where the key will open the blue door in the east area. Inside, in a drawer by the kitchen stove, you can find the Lock Box Key.
The Lock Box Key is a one-time consumable and can be used to open any small metal lock boxes you might find while exploring. So far, we've encountered a blue metal box back in Building 16 where you got the 21 Farrow St. - Back Door Key. Enter the first room on the right, and on the coffee table is a box containing some useful IV items.
If you find a small lock box while exploring, check the rooms nearby, as the key is usually in the same building!
